Strategic Planning Manager I (Payroll Quality Assurance Officer)

King County's Finance and Business Operations is looking for an exceptional strategic thinker and collaborator to join our Benefits Payroll and Retirement Operations (BPROS) team as the new Strategic Planning Manager (Payroll Quality Assurance Officer). We are looking for "The Ideal Team Player" to partner and collaborate with multiple county agencies to improve payroll/administrative processes and outcomes based on recent audit recommendations.

KEY DELIVERABLES AND EXPECTATIONS: To be considered minimally qualified for this position, you must demonstrate skill and ability to:
- Managing the development of standard work documentation and administrative pay practices showing how both the business and PeopleSoft system processes work and how collective bargaining language is currently translated in the system and into employee paychecks
- Serving as strategic advisor and technical expert to the Payroll Governance Committee, senior leadership and process partners
- Establishing common goals, making decisions regarding payroll practices, strengthening collaboration between agencies, and ensuring alignment regarding compliance with laws and labor contracts.
- Provide internal audits or reviews of complex pay practices to identify risks and recommend corrective actions
WE ARE LOOKING CANDIDATES WHO:
- Have exceptional skill and ability to manage complex projects with multiple stakeholders, influence decision makers, and thrives in an ambiguous and dynamic work environment
- Have strong analytical skills and enjoy using BI Analytics or other data inquiry tools to analyze data, draw conclusions, and present findings/recommendations
- Have a continuous improvement mindset. Demonstrate LEAN practices and principles and be a champion for change management
- Are excellent communicators and can build effective working relationships with multiple stakeholders and customers
- Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment
- Have a solid understanding of complex enterprise payroll/human capital management systems operations
- Have exceptionally strong knowledge and understanding of Federal and State payroll regulations, guidelines and reporting requirements for compliance
- Be a Certified Internal Auditor or a Certified Payroll Professional or a Certified Management Accountant or other equivalent certification is desirable
